The Director General of the Immigration and Citizenship Agency (ICA), Mr. Mustafa Duhulow, officially started a training on the PISCES system to help ICA officers improve their skills in border security and fighting illegal migration

Mogadishu, Somalia – Jun 22, 2025 The Director General of the Immigration and Citizenship Agency (ICA), Mr. Mustafa Duhulow, formally launched a training course on the Personal Identification Secure Comparison and Evaluation System (PISCES) to assist in developing the agency’s officers’ capacity for securing borders and combating irregular migration. The official United States Government experts provide the four-day training and host it in Mogadishu. The training seeks to strengthen methods of detecting fraudulent documents and tracking persons traveling across borders using the PISCES system – particularly at airports, seaports, and border crossing points on land. ICA Director General, Mr. Mustafe Sheikh Cali Dhuxulow, in a statement at the opening of the training, expressed gratitude to the United States Government for the continuous assistance in the implementation of the PISCES system. He stated that they are committed to enhancing border security and immigration services’ quality while giving priority to equipment, training, and capacity development for ICA officers. Meanwhile, Bob, from the U.S. Embassy in Somalia, stated that today marks a historic day for the Immigration and Citizenship Agency, as it joins this worldwide system used to secure borders – a system that ranks as one of the most effective and most used by governments worldwide. He continued to emphasize that the U.S. Embassy in Somalia and the U.S. Governments are resolved to work in intimate cooperation with the Government of Somalia to achieve lasting peace and stability in Mogadishu and across the nation. This training is part of the comprehensive reform of the Immigration and Citizenship Agency, and it paves the way for developing a modern system based on credible information, full equipment, and skills that are commensurate with the demands of modern migration management.
